According to conference rules, each charge receives at least one lay member to annual conference. A charge which has two or more churches with 101 or more professing members is assigned an additional member for each church with 101 or more members. A charge served by more than one clergy is assigned an additional lay member for each additional clergy. Churches with over 300 professing members are assigned an additional lay member for every 300 professing members or majority fraction (i.e., 151 members).
Laypersons that are in specified conference leadership positions are automatically a member of annual conference and therefore should not be elected to represent their local church or district. A complete listing of the conference leadership positions can be found in the 2011 Journal, page Rules-2-3.
Each district is assigned one lay member between the ages of 12-17 and one lay member between the ages of 18-30.
The remainder of the lay members are assigned to the districts and are divided based on membership.
